2. First of all, law enforcement officers – in this case sheriff deputies – are public employees. They work for the public. I've never once seen an article that suggests that bus drivers or sanitation workers mighty not "buy in" to their leaders' policies.
3. Why is that? I'm sure there are some bus drivers and sanitation workers that don't support every change to their work conditions. But the presumption is that they will get on board. Their misgivings are not treated by the press as having some independent political validity.
